Based in Washington D.C., Aluma is a risk management and security consulting firm that specializes in the SAFETY Act program administered by the U.S. Department of Homeland Security. Meet Our Founder & CEO
Akmal Ali, J.D.
Akmal Ali is the Founder and CEO of Aluma. He formerly served as the Deputy Director of the SAFETY Act program within the U.S. Department of Homeland Security (DHS), where he played a pivotal role in expanding the scope and reach of the program. Under his leadership, DHS broadened the application of SAFETY Act protections to include private-sector security services, cybersecurity capabilities, and venue security programs—an expansion that continues to define the program’s relevance and impact today. His work helped establish a framework that has enabled many of the nation’s most high-profile venues and organizations to engage with DHS in pursuit of SAFETY Act liability protections.
During his tenure at DHS, Akmal was deeply involved in intra- and inter-agency collaboration with partners such as the Transportation Security Administration (TSA), U.S. Customs and Border Protection (CBP), Domestic Nuclear Detection Office, U.S. Department of Defense, U.S. Department of Energy, and the Federal Aviation Administration (FAA). These collaborations exposed him to a broad spectrum of operational environments and informed the cross-disciplinary approach that Aluma now brings to its consulting practice.
Since departing DHS in 2011, Akmal has continued to advance the SAFETY Act mission through his work with many of the world’s leading sports organizations, commercial venue operators, technology providers, and critical infrastructure entities. His expertise is grounded in deep regulatory insight and practical implementation, allowing him to support clients as they navigate complex security, legal, and operational challenges.

Akmal graduated from Syracuse University College of Law where he specialized in Homeland Security, graduating as a member of the University’s Institute for National Security and Counterterrorism.
