SAFETY Act at a Glance

Why it matters:

The SAFETY Act provides critical third-party liability protections to companies who can demonstrate they provide an effective anti-terrorism security measure. SAFETY Act eligibility extends to products, services, cybersecurity and venue security programs.

How we make it work for you:

We apply our firsthand knowledge - informed by our time working in DHS - to develop a customized, clear and concise SAFETY Act Roadmap to ensure you not only know what needs to be done but identify the path we’ll take together to achieve it.

SAFETY Act Origins

SAFETY Act Services

We apply our unique experience to develop a bespoke strategy based on your needs. Our methodology includes the development of a SAFETY Act Roadmap, customized for your company and your industry, that drives our joint pursuit of SAFETY Act for your company. The SAFETY Act Roadmap charts the course for the project execution, which is completed by collaboration and detailed project management.

Establish the Strategy for Long-Term Success

We review your product, service or program to determine the best strategy for achieving the greatest scope of coverage possible and determine, based on DHS requirements, whether any enhancements need to be implemented to best position your company for success.

Prepare for and Lead the DHS Site Visit

Venue-related SAFETY Act applications typically require a DHS site visit as part the review process. The site visit includes an in-person assessment by DHS of the information included in your SAFETY Act application. We leverage our experience at DHS to prepare you for a successful site visit.

Develop the SAFETY Act Roadmap that Charts the Course

Prepare a proprietary and bespoke roadmap, a step-by-step actionable plan to prepare your company for a successful SAFETY Act process. The SAFETY Act Roadmap identifies requirements needed specific to your company and industry while incorporating SAFETY Act best practices.

Formal SAFETY Act Submission to DHS

Following DHS’s review of the Pre-Application and completion of the Site Visit, if applicable, we will update the Pre-Application based on DHS feedback. This updated document will form the basis of the formal SAFETY Act application to DHS and begin the official review.

Detailed and Reliable Project Management

We establish a project management team to provide support services to clients as we work collaboratively through the SAFETY Act Roadmap. This includes establishing a project timeline, scheduling meetings, setting agendas, preparing pre- and post call notes and issuing status reports. A details-oriented process.

Liaise with DHS throughout SA Review

Throughout the course of their evaluation, DHS will request additional information (in the form of a Completeness Letter and Requests for Information). We will lead you through the response process and conduct teleconferences/meetings with DHS in furtherance of a successful application review.

Draft the SAFETY Act Pre-Application

Once the SAFETY Act Roadmap is complete and all actionable items have been addressed, we create the SAFETY Act Pre-Application, which is a draft of the formal application to be submitted to DHS. The Pre-Application is submitted to DHS and begins the formal interaction with DHS. For venues, this initiates a site visit.

Ongoing SAFETY Act Maintenance Services

One of the keys to being awarded is maintaining your award! Companies can renew their SAFETY Act after 3-5 years. We provide maintenance services to ensure a smooth Renewal process that includes responding to DHS reporting requirements (referred to as Technical Contours) often included in SAFETY Act awards as a condition of coverage and establishing a plan to ensure that ongoing effectiveness data is documented in the right manner.

Risk Management and Security Consulting

Whether as part of your pursuit of SAFETY Act or simply finding ways to improve your security program, we offer a range of services designed to enhance effectiveness of a company’s safety and security program.

Development of Policies and Procedures

Any effective security offering - whether a product, service, cybersecurity or physical security program - should be anchored by comprehensive, clear and strategic policies and procedures. Whether to assist clients in developing them for the first time or helping refresh their existing plans, we use our industry experience to develop policies and procedures for clients that not are not only organized but also actionable.

Process Excellence and Change Management

We develop various quality assurance and auditing programs that help companies drive effectiveness. Whether the institution of new technology or incorporation of updated procedures, we advise clients in how to best manage and track personnel engagement to ensure the effective adoption and implementation of new programs. These measures not only ensure an effective deployment strategy today but provide tools needed to maintain consistent oversight of the program over time.

Perform SAFETY Act Feasibility Assessment

For companies not yet sure of whether they intend to actively pursue SAFETY Act, we conduct feasibility assessments that provide clients with an upfront understanding of how their product, service, cybersecurity, or physical security program would fare against the SAFETY Act review criteria established by DHS. The results of the assessment will inform the clients on the level of investment needed to achieve SAFETY Act.

Owner Representation on Design Build Projects

As a new venue is being planned, there are countless risks and security considerations that must be evaluated. Ideally, whether through the integration of technology or adoption of specific security design methodologies, solutions to these issues should be “baked into” the design of the venue and its surroundings areas. We collaborate with architects, structural engineers and other security consultants to identify and evaluate the threats, vulnerabilities and risks facing an organization and identify mitigation strategies to reduce their exposure.

Business Continuity & Emergency Response

We develop business continuity and emergency response plans based on industry standards and best practices. To support these plans, we also design and administer in-person and virtual tabletop exercises that help clients evaluate both the effectiveness of their plans and the understanding of those responsible for implementing them should a crisis ensue, including the development of after-action reports.

Detailed Project and Program Management

We apply our obsessive attention to detail and planning skills to help clients establish work plans and execute strategies that achieve their objectives. Our project management team are experienced in leading multi-principle teams toward a common goal using a planning technique that is transparent and digestible. Whether investigating new technology, conducting a study on existing standards and best practices, or even working a long-term procurement/strategy plan, we help our clients manage the process.

We provide management consulting services to Federal, state and local government agencies with a focus on homeland and national security. Our services range from general management consulting services, project and program management, policy analysis, strategic planning, and training, through the development of bespoke flagship programs to spur innovation in the homeland security enterprise.

Technology and Innovation Scouting Services

We sit at the crossroads of technology and innovation. Given our scope of work, we see and evaluate technologies within multiple industries. We use that exposure to assist clients in the evaluation of the marketplace to identify potential solutions for their needs.
